Duties

The Constitution of Missouri adopted in 1945 established the Joint Committee on Legislative Research to provide assistance to the Missouri General Assembly as directed by law. In 1949, the General Assembly delegated the authority to the committee to prepare and publish the Revised Statutes of Missouri (RSMo). To assist the committee with this responsibility, the General Assembly also directed the committee to appoint the Revisor of Statutes and the committee staff.

The Revisor and the committee staff:

-Edit, publish, and sell the Revised Statutes with subsequent supplements;

-Maintain the official electronic statute database used for drafting legislation each session and preparing and publishing the Revised Statutes;

-Provide a website for electronic delivery of the statutes to the general public;

-Assign statute numbers and arrange statutes in accordance with the numbering system adopted for organizing the Revised Statutes;

-Provide annual publications of the Session Laws of Missouri after each regular and any extraordinary session of the General Assembly;

-Prepare revision bills for introduction in the General Assembly to revise and correct issues or problems that exist in the Revised Statutes;

-Prepare an annual report listing laws that expire, sunset, terminate, or become ineffective;

-Review legislation to identify potential conflicts in bills as they progress toward passage;

-Support the Senate and House legislative drafting offices by answering questions related to bill form, unusual or unique bill drafting issues, and bill title and enacting clauses or other special instructions; and

-Provide confidential assistance relating to legislation or other governmental entities to all members of the General Assembly as requested.
