313.301. $5,000,000 transferred from lottery proceeds fund to schools of the future fund in fiscal year 2003. — In fiscal year 2003, there shall be transferred out of the lottery proceeds fund and deposited to the credit of the schools of the future fund created in section 163.005, RSMo, five million dollars.
