Common carrier may discontinue service, when. — No common carrier authorized under the provisions of this chapter to operate within the state of Missouri shall abandon, discontinue, or fail to provide any service established or authorized to be established under the provisions of this chapter, unless such action is authorized by the division of motor carrier and railroad safety.
